Windows 2000 NAS Explorer Problem

Hello,
We have Maxtor NAS device that runs a version of Windows 2000 Server. When the machine boots up, the splash screen never goes away and it enables terminal services. This is how it came from the factory. We have been using Terminal Services to manage the device. Now, we need to go a step further and load explorer on the NAS device. Does anyone know how I tell Windows 2000 server to load explorer? The Boot.ini file is empty.

Any idea's would be great!!

Can you boot into safe mode on the NAS?

No, Safe mode gives the same result.
