Hello. I am trying to help my father get back his on-screen keyboard window. Something happened that now all there is is the title bar with On-Screen keyboard written and when i press the Alt button, i get the menus, but that is all, there is nothing under.

try using windows key U to force up utility manager then run it though that.
Or %SystemRoot%\system32\osk.exe
See if either of these force it up differently.
Then you could try windows updating.
scan for bots etc just in case, ive never seen this go wrong before.
Otherwise you may need to do an in-place installation of windows

noelees1, I tried the first two suggestions and then when i went to remotely assist him, I realized he has Spybot - search and destroy. Is this a bot that you are warning me about? I am not very familiar with bots.

Spybot(Search and Destroy) is one of the "good Guys" in fighting Spyware and Adware.
