window menu and taskbar

Im having real problems here. The main panel on the task bar is always shown as black, and when you click start it doesnt show the options. Also, in any of the other windows, such as my computer, or internet explorer, when you click on the menu bar, the options dont appear.

I thought it was a problem with display drivers, so I installed the latest ones, and tried 3 different graphics cards, and upgraded to windows me. The same problem also happens in safe mode. I still have no success. Im really stumped on this one. Id really appreciate any help

Maybe this is too basic but...
Right-click your desktop, select properties, select appearance, then check settinfgs there..

I think thats one of the first things I tried, there doesnt seem to be any obvious setting which are off, Ive tried different resolutions and colour depths etc. thanks anyway. Any other ideas?

That sounds like a corrupt shell32.dll file. There are two ways to go here.

1.Start>Run>vcmui.exe and press OK. If it is listed here try going back to a previous version.

2.Start>Run>SFC and press OK. Extract a single file Shell32.dll. In Win98se it is located in the WIN98_41.cab
