Win98SE will not Shut Down 1

When I try to shut down windows it just restarts, Anyone have any ideas?
It used to shut down the computer completely.
Thanks in advance.
 
Have you installed any new hardware or software recently?
 
Does it restart if you shut it down with a desktop shortcut?

Try this, right click on desktop, choose NEW, SHORTCUT. In the command line cut and paste the line below:

C:\WINDOWS\RUNDLL.EXE user.exe,exitwindows

click NEXT, call it SHUTDOWN,FINISH

Now double click it..................what happens?

go to msconfig->advanced>uncheck disable fast shudown,
if its win95 copy msconfig.exe from an win98 m/c and run
