WIN98SE Fax Capability

Is faxing capability built inTo WIN98 SE? As it was in Win '95. I do not have a document processor application except for Wordpad but shouldn't Sending a document as a Fax instead of sending it to a printer work?
That is not an option in my 'send to' list.
It seems to me that I read long ago that the Win 95 Fax xapability could be loaded into WIN98 SE but that was a LONG TIME AGO!

WOULD APPRECIATE ANY HELP.
