Win98SE after shutdown will reboot on it's own.

I have Win98SE installed on a computer in my office. Whenever I try to shut it down, immediatley reboots. I can't turn it off unless I pull the plug. I heard there is a Microsoft fix for this problem, but I haven't been able to find it. Can someone help me please?
 
First thing I would try is to check all power management options in the control panel

- Start Menu -> Settings -> Control Panel -> Power Management
- On the Power Schemes tab, change the power scheme to Home/Office Desk
- Make sure "Turn Off Hard Disks" is set to never
- Set "System Standby" to NEVER and "Turn Off Monitor" to your liking
- Go to the Advanced Tab
- Set "When I press the power button on my computer" to "Shutdown"

If this doesn't resolve your problem, you'll have to disable all suspend settings from the BIOS/CMOS setup. Also, there are several shutdown patches that I know of that might work...go here first:

 

If the Shutdown patch installed but not working correctly,

The Fast Shutdown registry key may be enabled.

The Microsoft System Configuration utility includes an option to disable Fast Shutdown. If this option is unchecked in Windows 98 Second Edition, your system may reboot instead of shutting down.

To resolve this issue, backup the registry and/or export the following keys:
go to Start>Run, type regedit. Navigate to:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown

Right-click on the FastReboot entry, choose modify and type in the number 0.

NOTE: When you apply the Windows 98 Second Edition Shutdown Supplement, which addresses shutdown issues, the Disable Fast Shutdown option is no longer listed on the Advanced tab in Msconfig.
