win98 doesn't start after installing norton antivirus 2003

When I reboot the pc after installing nav 2003, win98 starts loading but before showing the graphic interface the computer shuts down. I can start it on safe mode and uninstall nav; after that it works fine. Could it be msmouse.vxd? I've read a lot of problems with it. Should I try just removing the mouse to see if it works?

Note: It's not my computer and I have to explain it by phone, or go there with a lot of alternatives.

Norton is your problem. Nothing else. You had a perfectly working system before, right?

it could be a virus when you get to safe mode do a full system scan.

also run scandisk and system file checker.

Ok, what happens is that when an infected vxd driver tries to load before nav guard, nav detects it and blocks the pc (in this case it shuts down); I found this out by doing a step-by-step boot up. I've done some emergency disks from nav, kav and McAfee to see if I can get rid of all those viruses from outside windows.
