I have a pentium 3 866 with 128 meg of ram rrunning 98se.. week or so ago it started rebooting after loading windows, the same place every time. Rebooted right after loading the desktop.. while loading star-up items it seemed. First thing I did was go into msconfig and disable everything from starting with windows, didn't help. Then I have pulled out every card, replaced memory stick and changed the only card left..the video card. The computer would run fine in safe mode so I finally gave up and formatted the hd and reinstalled windows...and Guess What...reboots every time it gets to updating system settings. I'm bout to give up..lol. Sorry for the long post, any help will be appreciated

Sounds like hardware (if it just started happening with no other changes, something is probably just starting to go bad) - so likely one of items you didn't check/change - eg, mobo, cpu, hard drive, CD drive, PSU....)

This is amazing. I was just about to write a message identical to yours--yes identical. I have a school account with Windows 98SE on Compaq 566 Celerons and that is identically what is happening to 3 of their machines. Did the virus check intensively, no luck, did all the things you did, Nothing! Will be watching your thread anxiously and if you get any tips that solve it please let me know!

Well I had unplugged the cd drive and the floppy and tried a different hard drive and a different power supply..about the only thing left would be cpu and mobo. But would it run fine in safe mode if one of those were going bad? and would it reboot at exactly the same moment during start-up?

Sounds like a hardware problem. It happened to me once. I added an opti sound card to an ibm 300gl. It simply did not like the card. Check your startup log and see at what point it hangs. Maybe a bios update will help your situation. It didn't help mine though.

Seems strange to me that it would be hardware when it runs fine in safemode....load windows with just bare minimum make sure that all onboard devices is turned off the bios(audio, modem, lan, can even turn off com ports and lpt ports.
make sure virus detection is also turned off)
Then shut down system and unplugged for a min or so.(just incase you have some memory resident virus) then plug in Fdisk, format and load windows...then to rule out hardware turn things back on 1 at a time
