Win95 Administrator Rights Needed!!!

HELP!!! I was given an old laptop to use to note taking in college that runs Win95. I know that I can bypass the log-on by hitting cancel. When I try to go thought the control panel to view/change user accounts it says that it has been disabled by the Administrator. The problem is, the previous user does not know who or why this was enabled, not how do remove this. If there is an Administrator accoutn, I do not know the name or password.
Can anyone help me? I really want to clean this laptop up and removing old users is one way.

There is no user with administrative rights on Windows 95. Seems like there are some restrictive policies enabled. You can reset all policies using poledit. You can find it on Windows 95 or Windows 98 CD in \admin\apptools\poledit\

-copy poledit folder to hard disk,
-run poledit.exe, ignore messages like cannot open template...,
-load admin.adm template (or common.adm and windows.adm if there is no admin.adm) from poledit folder (Options -> Template -> Add...),
-open local registry (File -> Open registry),
-open Local User, unchek unneeded restrictions,
-save changes (File -> Save),
-close poledit and reboot.
