Win2K Stand alone server?

All we need is an email server and a central location for our word docs and Access database. I have set up the Win2K server as a stand-alone server - we don't need Active directory for our purposes - so how do I go about licencing my 25 concurrent users - the licensing option does not want to play ball because it isn't a domain controller - but I still need the Cals to access it?
 
Is this going to be an Exchange Server? You might have cals already. Glen A. Johnson

No, we don't like Exchange much - we use Mdaemon mail server.
I have since reformatted and reloaded windows2k and now it's letting me add the required licenses - bizarre!
