Win2000 Internet connection wizard locked out

Upon creating any new user on our Domain (NT Server win2000 desktop) cannot run the Internet Connection Wizard - "you are restricted from running wizard please contact you Network administrator" Also the connections tab does not appear. I have tried making them administrator on machine AND domain - no luck.
If I log on as an existing user on same machine no problem !
HELP!

Perhaps this was done on purpose by group policy? Check with the sysadmin.
