Hello...

I have a brand new Dell Dimension 4300, it is a P4 1.5ghz and has a 20gb hd, 128 ram. I had to reinstall the os because of some error "lsass.exe"

I did a clean istall of the os and it just drags...I do notice that when the system is idle, the cpu usage is at 44%, whenever I move the mousr around the cpu jumps to 100%...

No clue what to do...

I would:

Backup what you want to keep.
Reformat the hd and reinstall the OS.

You could call Dell. That's what you paid the big $$$ for. Get Dell's customer service to help you. ====================================

I did all that...

Dell Technical Support isn't much help at all...
 
Ok,

Reformat the HD.
Reinstall the OS.
Do all the updates.
Update your drivers manually if need be. ====================================

A bit more RAM would be a good idea too.

What Anti Virus software are you running?

Try disabling any unrequired services that are running in background.
See if you can disable some of them (especially Indexing).
