Win 98 will not shut down on it's own 1

I have an HP that is running Win 98 SE. I just re-installed and all of a sudden it hangs on Windows is shutting down. Any way to make it shut all the way on it's own like it used to? It is an ATX board
 
There are 2 threads here with help, and you can do a google search.
If there are n SE users it seems that there are n+1 possible causes.

Give the wrong symptoms, get the wrong solutions.
 
RIght click your desktop, on the drop down menu select NEW SHORTCUT. At the command line type in "c:\windows\RUNDLL.EXE user.exe,exitwindows" click OK.
Click on this shortcut to shut down.

Don’t sweat it! Just do it!
