Win 98 SE restarts instead of shutting down

when I shut Win 98 down the PC restarts after a few seconds and loads Win 98 again. I've looked through the Knowledge Base at M$ but I already have Disable Fast Shutdown ticked in msconfig. Does anybody have any other ideas as to what could be causing the machine to restart. I've looked in the BIOS but can't see anything amiss in there either

try to put in BIOS , PNP OS
and reinstall the motherboard drivers (if any)
