win 98 hangs, system monitor shows 100% usage

my win 98 pc hangs, usually when logging onto the internet, sometimes when printing. i installed sys mon, it showed very hight kernel usage when opening the internet. i had 64 mb RAM, so installed another 64, now have 128 mb but sys mon still shows excessive kernel usage. so i turned off all start up programs using msconfig, still no help. i then completely reinstalled windows, including fdisk and format of hd. pc is running minimum applications, 400mhz pIII processor, 128 mb RAM, but still hangs and runs slow alot. do i have a hardware problem? any suggestions?
 
I'm thinking modem problem here and/or config thereof......that machine should not do that.....
What are you using for modem(dial-up)....cable/dsl?
 
My Kernal usage jumps and then subsides....when accessing the Inet too....but because you say it happens when your printing too...which is normal to rise and fall.....

I wanted to ask if Windows is managing your Swap file....or have you set it to manual...
What does your Memory Manager:Locked mem and Allocated mem say?..in Sys Mon......

we are on a LAN, don't use dialup. i havne't rechecked the sys mon settings yet. when i added the memory the amount of kernel usage while idle dropped from about 40% to 15-20%. but when it spikes, it hangs up for as long as 20 seconds.
 
Do you have any spyware, (like Hotbar, Precision Time, Date Manager, Webshots) installed? If so, remove them and run Ad Aware 6 - reboot and see if that helps.
 
So you access the internet through a LAN...?......
,,,and mayne it's a Networked(shared) printer..........Sounds like it could be A Bandwidth
problem.....
