Win 2K SP4 - Service start parameter not saving

I'm trying to add a startup parameter on the service properties general tab, however it is not saving. The startup paramer is a valid one that logs the startup process.

I've tried changing the service to manual and disabled first and when the APPLY button illuminates I save, and it appears to save however when going back into the service to check or change it, it is not saved. I read somewhere this is (was) a known bug. Is there a registry hack/work around to enter the start option for a service some other way?
 
With what credentials are you starting the service. Is it using the LSA (local system account) or a specific admin account?
 
Thanks for your reply. I tried as both the LocalSystemAccount as well as the [Donain] Administrator account
