Win 2000 pro Video blue screen

I have a dell Optiplex GX1 Pentium 3 at 550 mhz.
I can start the computer in VGA mode no problem. I try to start in non VGA mode it seems to startand gives the 2000 logo but then the screen goes blue but not solid blue it has some red dots evrywhere. I am using the mother board video ATI 3D RAGE PRO AGP 2X. I installed a PCI video card and it made the system crash. I installed a different monitor NO CHANGE. I have a twin of the same computer I took hard disk and put it in the twin same display problem.
Anybody can tell me do I have hardware or software issue and how to solve it.

I had a similar problem a few years ago. It was a bad memory. Try to replace them or testing them with this tool.
