I need to setup my Win2000 dhcp server (192.168.1.1) to provide ip addresses for 4 Vlans (192.168.1.0/24, 192.168.2.9/24, 192.168.3.0/24, 192.168.4.0/24) on a layer 2 switch.
If they're Cisco switches, you simply include an ip helper address command in the VLAN config on the switch. On the server, you simply setup the scopes for those subnets.

I am using HP Switches which also support the IP helper, my question is on the DHCP server side, would you please let me know how can I config the DHCP server to work with the IP helper ?
You don't have to. You have to route the traffic, so whatever means you use to route that traffic will direct that VLAN to the DHCP server. You then simply have an active scope on your DHCP server with available IP's from that subnet.
