Will Outlook2000 start-up from a Procedure?

Good morning, I have a procedure in which I am using SendObject to send an E-Mail message to users when a command button is clicked. Most of our users have Outlook on all of the time, and they have no problem, but a few don't turn on Outlook at all. My question is if a user, who does not have Outlook on, clicks the command button and sends an E-Mail, will Outlook 2000 start-up and send the E-Mail or will the procedure just die? Thank you in advance to anyone answering my question.
