Wierd problem seeing the workgroup

I have 2 Dells running a TCP/IP network, 1st dell is brand new w/ an onboard LAN. This machine see's the workgroup and both machines. 2nd Dell is about 1 year old, and has a brand new D-Link 10/100 card in it. Both running windows me.
The 2nd machine will not see the workgroup. It says unable to browse network when I double click the entire network icon. Yet if I goto dos and do net view \\computer1 it will see it and map any resource of it. I have also done this with explorer. If I use \\computer1 it will see it. If I use \\workgroup\computer1 it will not. I don't quite understand what to do, I've reloaded the driver, Reloaded all the network files and it seems to have the same problem.

Are both machines members of the same workgroup.
Have you rebooted both machines?
At least one compute on your network needs to have “file and print sharing” enabled?
Ensure that “File and Printer Sharing” is installed and enabled and “Client for MS Networks” is installed on both machines.
Right click on your network neighborhood and select “Find Computer” Then creat a shortcut Key.

Both machines are on the same workgroup, I've also set their ip addresses for 192.168.0.1 and 192.168.0.2 , Both have client for ms networks installed, along with file & printer sharing. I made that shortcut so I was able to use the machines on the network, yet I do not like the fact that the one machine will not browse the network even though it can see and use the other machines resources if u do it manually.

I have had a similar (not exact) problem where it would not browse the network but you still could see other machines using net view or search for computer. I replaced the card and it is working great. Theres a possibility.

I've heard that if the Computer Description box is filled out on the Network Identification tab that it can cause problems like that. I read somewhere that clearing that box cures this problem sometimes.

AYe I have too had this problem a few times. Each time it was fixed by Installing the NetBEUI Protocol strangely enough
