Why won't the line width scale?

...check the flyout menu (top right arrow of palette) in the transform palette...
...scale strokes and effects needs to be enabled...
...launch illustrator and choose this option without a doc open and will stay as the default...
..the scale tool also has the option to scale strokes and effects..
