Why OGM recording code *361 doesn't work in Panasonic KX-TDA100?

I have Panasonic KX-TDA100 with DISA feature. I need to change OGM 501, but when I press the changing code *361 501 I get disconnected after *36 and the phone shows reorder tone. I checked the code in Numbering Plan and it is *36. Any help please!

The function works only if the subscriber is appointed manager.

How to assign 101 to be the manager?
