Why can't this int'l call be completed as dialed?

One of my remote offices (Opt 11C, 25.40) tried calling 9 011 36 055 500 7205 (9 being AC1). She gets a recording saying her call cannot be completed as dialed. Here's the SPN:

could it be the carrier? She said she had trouble dialing Ireland a few weeks ago but doesn't place too many int'l calls. However, this one was for a partner and she was unable to do it so I'd like to figure it out in case they need to call again. thank you for your help.

 
Is it a valid phone number? sounds like a telco message so it's getting blocked on the outside.
 
yes, it is a valid number because I ended up calling her, then transferring her to this number from my own office. and yes, I do think it's a telco message so she got out, but what's she doing wrong? nothing, as far as I can see...
 
Can other international calls go through? If you have verified that the call is going out over the correct route(same route as international calls have always gone out) than I would contact telco.
 
she says she had a problem making a call to Ireland a few weeks ago. It's going over the same PRI as all their other calls. I'll contact their PRI provider. Thank you for your help.
 
In most countries, the leading "0" (zero) is only dialed for calls within that country (Italy being an exception). Try dialing the call without the zero that appears after the country code.

My carrier said they think it has to do with their PIC code, which they're going to change so we'll see if that corrects the problem. thank you.
 
sounds like a pic, but make sure they let you know what they are setting that to. a point that may help someone, it burned me the 1st time i ran into it on a pri. the recording is co based, that no longer puts that back in the co. it did for 40 years. now if i request a service i have not agreed to pay for (pic) i will get the same "lady in the box"
