Why all the PC's wait too much after they loggin to the network

I have been experimenting some extrange things in my network and I have an idea why that happends but I want to verify it with an expert.
I have 50 computers conected to a domain W2003 and I am using SMS 2003 SP1.
When a user loggs in the network, the pc stays in the panel "aplying user settings", that process was like 5 minutes and then they log in to the network.
When I disabled the SMS service (localy) the pc's loggs very quick or at least normally to the network.
I saw my server where SMS is installed (W2003) and I says that I had no space in the hard disk... my question is:
Every thime that a user logs in to the network sends information to the server? where the server locate that information? what is the recommended disk space that my server has to have??
