Why a TextBox Fails to show the Scroll Bar

I have a TextBox that I fill using DLookup. It's looking up a memo field. I have the Scroll Bars property set to Vertical. But the scroll bar does not appear. Does anyone know why?
 
Either way. Is doesn't show the scroll bar when it does not have focus and it doesn't show the scroll bar when it does have focus.
 
Hey, this is a follow-up on this question that was never answered. The problem is what seems to me to be a bug in Microsoft Access 2003. If you give your textbox margins, using the Left, Right, Top, or Bottom margins properties, then the Scrollbars will not work. The only workaround that I have found for this is--if you really really need a margin AND a scrollbar--to draw a white rectangle behind the listbox that is slightly larger than the listbox and then to make the listbox white and borderless. Viola, you have a margin AND scrollbar.
