its tricky, there are a number of things you have to list:
is it all users that complain or just one?
across a WAN or LAN?
how many frames are being moved?
how many bytes are being moved?
is there delay between the user and the server or somewhere else (is the application a multitiered application)?
tell me more, and i will try and help you. do an application analysis look at products and services section.
