While logged into a Windows 2000 network on a windows 2000 professional workstation as ristricted user I cannot shutdown the PC. This is the only PC on the network that has this problem. I log into the network with administrator rights to the local workstation and it lets me shutdown. I tried going to Local Security Settings - Local Policies - User Rights Assignment. It displays 'Windows cannot open the local policy database. The database you are attempting to open does not exist.' Does anyone know how to fix this problem, to get the User Rights Assignment to display so I can see if the problem is that restricted users cannot shutdown the PC.
 
Have you somehow deleted \WINNT\security\Database\secedit.sdb?
