Which IRQ is Assigned first????

I will be sitting the A+ exam soon and can't find the answer to the following Questions:

Which IRQs are Assigned first?

CMOS
Hardare configured
Windows 9x legacy
Windows 9x PnP

When is it necessary to replace the CMOS chip?

If it is not flash type
When the CMOS is full
When you upgrade the CPU
After you have flashed it several times
