Which Catalyst Model to use for a UC implementation?

We've gotten a response from a Cisco partner with a recommendation to use Catalyst either 3750 or 3560 switches for a UC project. The general recommendation I've heard/read is that you need layer 3 capabilities on the network for UC, but could somebody explain why?

I just want to make sure that we're not purchasing too much hardware for our needs. We have 6 total sites and approx. 350 users.

Well traffic has to be routed somewhere on the network so it really depends on your network design . Both switches are layer 3 capable but can also run strictly as a layer 2 switch if your routing is done by another device . If this is the case then maybe all you need is 2960's at the access layer . Best practice says to route where you can as this divides up the network and will keep most problems local if a problem crops up and then you don't end up running a flat network with vlans all over. You might be able to use like the 3560 or 3750 as your core for routing and use a 2960 at the access. Not knowing your current setup or how the sites are tied together its pure speculation .
 
The sites are going to be connected via T1's.

The data center is housed at our HQ and that's where we're hoping to put the UC equipment along with our servers.

Basically, what I'm really looking to answer is regarding network design and what impact a flat network design vs. hierarchical network has. Particularly regarding setup and maintenance, effects of outages (does one help limit people effected by network issues to reduce downtime), and scalability.
