Where's the resize arrow?

I've got an HTML page with 4 frames, despite some frames not even having a border, only the top frame border shows a resize arrow when you hover the mouse over it. All the frames can be resized, but only the top one shows the resize arrow - has anyone come across this before?

Hi. Without actually seeing the code it's hard to pinpoint what the problem may be. With only your description to go on the only thing I can "guess" is that maybe the size of the other frames is off, so that the borders are not really where you would think they are, but may be outside the clickable area.

I should say that I use frames VERY SELDOM, so that I am really no authority. Just trying to offer a thought.
