I was having no luck getting in till I found an obsure reference to Avaya's need for "reverse name look-up" needing to be properly set. After getting with my ISP & having them set up RNS it worked fine.
Actually you don't need to muck around with FTP at all.
Go to support.avaya.com. go to the "A-Z product index" on the left frame.
Look under "L" for Legend/Merlin Winspm.
Then again in the left frame look for "Software Downloads".
