Where is WRKGADM.EXE in Access 2003

Friends,

I researched the question How can I run the Custom Startup Wizard (Visual Studio Tools) on a secure database, and the answer is 'join the workgroup of the secured database, then run the tool.'

But I can't find the workgroup administration file. Did they rename it in Access 2003?

More than that.. it is now part of the Access Gui so doesn't exist as a separate file.
Tools>Security>WorkgroupAdministrator
