Where I can find an accurate timer?

The DXTimer coming with DelphiX also seems to work fine. The strange thing with the ordinary timer is that it works faster at 'too' short repeat times (for example for animating a 3D object) when you move the mouse around. I've seen this behavior some other places too (the MSIE4 programmer names easter egg), does anyone know why? (I'm curious)
