Where are color swatches stored in InDesign 1

I cannot find the color swatches to add a Pantone list to my color pallette. When I use the arrow in the colors pallette and pull out I think I should go down to Load Swatches. If this is correct then where do I go? I have started a new job and they have ALOT of problems with their software and I think someone messed up with InDesign. If this isn't what I'm supposed to do please can someone tell me where to go to add Pantone swatches? Thanks!

Swatches palette, new color swatch. Libraries, like Pantone, et al, are stored under the drop down Mode menu

Using OSX 10.3.9 on a G4
