When converting Pub2003 to PDF Loosing Master Page

I have been trying to convert a Pub2003 file containing a Master Page to a PDF. It converts perfectly except that the Master Pages are ignored. I have the same Master Page applied to all the pages of my document. I do not have Ignore Master Pages checked either. I went back and reapplied the Master Page to all the pages in my document and saved but still when it converts the Master Page is ignored.

I really need to make this work. I format an ezine monthly for a client and by utilizing Master Pages I save my save alot of valuable time by only changing certain things in one place not two dozen.

I am publishing this newsletter to the web. I need to be able to convert it to PDF and retain the Masterpages as well as links within the document.
 
I just created a document with a master page and 2 normal pages. All 3 had hyperlinks (to google).
I used Primo PDF to create a pdf file and both pages were there with the master page showing and with all links working. I did not actually publish it to a web site but that should not make a difference.

This is in the on-line help
"You can also ignore the master page by clicking Ignore in the Apply Master Pages task pane." - I dont suppose it applies to you?
 
I guess I will be getting PrimoPDF then. Thanks for finding me a way to make this work!!

And no the on-line help was useless as I tried it and it did nothing to help.
