when changing agent priority takes effect?

Dear All,
I have many call center sites(Contact Center 6),when i change the agent priority in the skillset,it doesn't take effect till the agent change his state(logoff and reloging or MSB or....etc).
is it normal??
if yes,can any one send me official documents from Nortel prove this fact.

When you submit a skillset level change (ad hoc or via a schedule), it takes effect immediately.
 
Thanks Milesprower for your response.I'd like to note that I have CC 6 with SU 5 but when i change the agent level at the skill set some times take effect immediatly other time i have to ask the agent to logoff and login again to to take effect.can you advise me in this problem.
