I find it's best to keep all processors running at around 130-140 degrees Fahrenheit at maximum. Anything cooler can prove to be difficult with the above mentioned Pentium 4 series, as the architecture is a little different. As for the RPM's, it depends on what size the fan is. If it is a 60mm fan, let the RPM's go as high as they can, you'll need them (and a pair of ear-plugs). If I was you, I'd opt for an 80mm fan, that way, you can allow for less RPM's, more CFM's, and lessen the chance of needing hearing aides by the end of next week. I'd suggest Thermaltake, as they have always fulfilled all of my cooling needs without a hitch. Hope this helped.
