What "ToolKit" are they talking about in restrictions GPO folder

Hi,

I'm running Server 2003 and would like to take advantage of the GPO that automatically logs users off after a certain amt of idle time. The GPO says it require a "toolkit" to be installed in order for it to work.

Any idea what they're talking about??? I haven't been able to find anything on it through google.
