I just loaded RedHat 8.0 and told it to install ftp.
when I try to connect to the ftp server I get "connection refused" any ideal whats going on. telnet and rlogin work fine. /usr/bin/gftp-gtk process is running

You need to have an ftp server load at bootup. RH 8.0 has a few to choose from. You just need to pick the one you want.

sorry to be a pain...I think the software is installed but I dont know where it is or how to start it. can you help me out?

/etc/init.d/ftpd start (or something like that) should do it.

For startup at boot create a link in /etc/rc[3-5].d called S80ftpd going to /etc/init.d/ftpd and links in /etc/rc[1-2].d called K80ftpd going to /etc/init.d/ftpd
