What load to define my Ncos and FRL

What load can I go into to define my ncos and frl. I need to find out what each frl security type is and same with ncos.

How can I defind in other words make changes to it so that for instance ei:
NCOS 1 will equal to internal calls only
NCOS 2 will equal to local calls and interally only
NCOS 3 will equal to Within the State calls only
NCOS 4 will equal to all of the US
NCOS 4 will equal to International calls only

This is what I want to change my NCOS's to but don't know what load to go to make these adjustments.
