What is XHTML 1.1 Modular 1

I see now there is a new flavour of XHTML, what is it? i've already been to w3c before anyone posts the link.
1.2. What is XHTML Modularization?
XHTML Modularization is a decomposition of XHTML 1.0, and by reference HTML 4, into a collection of abstract modules that provide specific types of functionality. These abstract modules are implemented in this specification using the XML Document Type Definition language, but an implementation using XML Schemas is expected. The rules for defining the abstract modules, and for implementing them using XML DTDs, are also defined in this document.

you what? err, can someone put that in plain english please.

ahhh, thanks Jeff, that makes more sense now, if lets say all you wanted to do was draw a table, then you use the tables "Module" set of commands and only those, I take it the device would have a viewer/browser only capable of understanding a specific module, thus not having to load a hefty interpreter for commands/tags that won't ever be used.

Is that it?
