Please can any one tell give me brief explain about this ip(192.168.1.254)

It's the default address Windows uses when it doesn't have a static address assigned, and it can't find a DHCP server.

I thought windows used a 169.x.x.x address when it could not pull an address from a server.

vipergg is correct.. windows uses a 169.x.x.x addy ...
the ip in question looks like a gateway possibly for a local network provided by an ISP (they love using the last IP of the range... ) ...

We must go always forward, not backward
always up, not down and always twirling twirling towards infinity.

Isn't that the default address of some routers use?

It's a private address so it could be used by anybody for anything they like.

Many home routers use the 192.168.0.0 or 192.168.1.0 subnets by default.

If somebody uses the 192.168.1.0 subnet with a 255.255.255.0 subnet mask, then 192.168.1.254 is the last address in that subnet, with 192.168.1.255 being the broadcast address for that subnet.
