What is the Process for setting up routing from a BCm50 to M1

I am setting up least cost routing from BCM50 to M1. I have turned on messsging on the M1, I see the digits that are being dialed fromthe BCM, but I get a pause then fast busy after dialing the full number. Any help would be appreciated.

That was the problem thank you sir, the NCOS frl was on switch only.

Changed the NCOS to match the FRL to go off swithc and it works
thank you all
