what is the best and why sun cluster or veritas cluster

I've only used SC 2.2, so I'm not sure what improvements SC 3.0 offers, but in general it was more fiddly than VCS.
VCS has a fancy GUI and a nice web interface if you like that sort of thing. It's very easy to add and remove services to it. But we've also had quite a few problems...
They both seem to work, but after working with these clusters for two or three years my honest opinion is that they're more trouble than they're worth! We have had a lot more down time on our clusters, usually due to something cluster software related, than any of our single-node systems.
