Presumably something to do with IMEs. I don't have any installed and don't have the key on my system so can't tell you more. Why do you want to know?

Its related to my question about setting calculation to be manual. When you change the setting in the menu then that registry key is queried, but I don't have that key... I was wondering whether if I had that key whenever Excel opened the calculation manual would stick.
 
I can only imagine it's queried to be sure the keyboard is being properly interpreted (probably just the use of a common routine).
