I found this online, can someone give me a brief explanation of what an IPSI board provide?

Provides Archangel functionality for the EPN
Provides PKINT functionality, replacing the TN1655 PKTINT
Transmits CCMS messaging via Ethernet connectivity to the Stingray server
Provides an Ethernet port for services access
Replaces the TN2182B tone clock by providing Tone Generation, Clock Generation, Clock selection, and Global Call Classification

The IPSI boards provide the communication link between the Communications Manager and the Port Network. Both the CM & IPSI are constantly sending IP traffic to determine health. If they lose communication the IPSI could initiate ESS take over, if so equipped.

As mentioned in the document that you found, it also pprovides clocking to the Port Network(s) and tone detection for call processing.

Does the IPSI board also provide communication to other gateways or only the central CM?

IPSI communicates with the CM central processor (S8800/8500 etc.) sever that it is associated with. CM communicates with multiple IPSI over the IP network. CM is basically the hub in a multiple Port Network config and all IPSI talk tot he central hub in order to talk to each other.

When a call is placed from an endpoint registered in a port network, the IPSI sends signaling to CM central processor which, based on where the called endpoint is registered (or trunk facility is configured) will send to the IPSI in the destination network region to send to the endpoint. Audio will not traverse IPSI links, it is for data (CTI/CMS which is PKTINFO), call signaling (CCMS), SAT etc IP commands. I believe Archangel is basically system control, maintenance etc.

Think of the IPSI as the IP to TDM gateway for the processor

Anything that happens in the port network is communicated to the server via the IPSI, and anything that is done to the port network is communicated to the IPSI from the server. It's much more than a tone clock!

after that remark, i wouldn't get caught alone in a dark alley with some Tone Clocks if i were you.
