these word in "Client heartbeat interval: You can also set the client heartbeat interval globally and for client computers. "
hello! how are you.

in what context? (eg, the Fix interface has a heartbeat interval).

A heartbeat is a message from one machine to another saying "I'm alive". These messages are set at certain intervals. If they aren't received by the other machine they are assumed to be 'dead' - OFF or communication problems.

I'm not sure where you are seeing this settins but unless you have a need to change it leave it alone.
