What does "buffer overrun detected" mean?

I am using Windows XP and when I try to open explorer I get this message:

Buffer overrun detected!

Program: C:\WINDOWS\explorer.exe

A buffer ovverrun has been detected which has corrupted the program's internal state. The program cannot safely continue execution and must now be terminated.

What does this mean and how can I fix it?
 
Look in your "Add/Remove Programs" list for NAVHelp, NAVExcel or NETHelp. If any of them are in the list, remove it and reboot.

When I try to open anything in windows like control panel, my computer, my documents, or internet explorer, I get this message.
 
Reboot into Safe Mode tapping the F8 key "before" you see the Windows logo right after the BIOS POST test screen disappears. Once in safe mode, you should be able to access your "Control Panel -> Add/Remove Programs".

If you have any problems restarting in Safe Mode, go here:

- At the site above, click the + sign next to Windows XP and read the instructions on how to use msconfig to restart in Safe Mode.
