What are /_vti_cnf, /bin, /etc 2

As a novice, I am redoing a site with these folders: /_vti_cnf, /bin, and /etc. What are they, and can i safely delete them when i redo the site (redoing in html, not front page)? thanks much.
 
These folders are used with the front page extensions. They store copies of images and documents. If you use seperate html editor (IE: Notepad) and do not use FP to publish, you do not need these folders. DeZiner

My group uses a version control program (StarTeam) and the _vti_cnf folders are distracting and cluttering the view. What creates them and can I prevent their creation?

They are created by FrontPage on the server to allow live updates when using FP to edit the website. If you don't use Frontpage, then it is safe to delete them, some webhosts add them automatically to allow for use of FP.

When in doubt, deny all terms and defnitions.
