What am I missing here?

Existing SCN between 2 IPO 500v2's on vers 9.0, which is in and working. One is licenced for Preferred edition. I'm adding a 3rd system, also 500v2, this one on 9.1. I've put in an IP route to the system with the preferred edition, and created one the other way. I can go onto system status and ping from one system to the other. However the Office Worker licences I have are showing as dormant as there is "no Preferred edition licence". Any ideas what I've missed?

What does monitor show on a reboot?
I would make a call and downgrade to 9.0 to see what happens.

Thanks for the reply, unfortunately there is an essential edition licence present as well as a VCM 32. Parts of the monotor trace are showing the below.

It seems that the SCN is not up.
I have seen weird SCN problems in 9.0

Check security settings of the 9.1 box, I bet TFTP read/write is disabled.
 
R9.1 uses "IP Office" lines for SCN by default instead of H323 lines (yes H323 lines are possible). It even auto-converts your H323 lines to "IP Office" lines on upgrade. Do you have them all as H323 lines between systems? Also best to stay within a major release when possible, especially with the changes made to R9.1.
 
IP Office line with type set to proprietary is the correct way to connect a 9.1 with older releases. H323 lines will give you only basic call features and will not create the needed virtual preferred edition license.
 
I had that lately.
I created a H.323 as that was the only option.
After deleting it and pulling the config again I had the option to create a SCN line.

I think Peter nailed it his first post -> Downgrade to 9.0 and get it working.

Even though SCN is compatible one major apart, that's not always the case.
The lowest SW release in the network sets the standard for all systems connected, that can easily create conflicts when a R9.1 is involved.

If you need to be on R9.1, better upgrade all systems.
